The Smart City project was launched in Baku by Huawei and the Ministry of Transport, Communications and High Technologies of Azerbaijan. This was stated at a press conference by Huawei Vice President for Central Asia and the Caucasus region Marco Hu. He noted: "Azerbaijan has developed a concept for the development of Azerbaijan and a strategic road map for the development of telecommunications and information technologies. As a company, we also try to contribute to the transformation of the republic into a regional leader "[1]. So, the Public Wi-Fi project, already launched in the capital of Azerbaijan, served as the beginning for the introduction of the Smart City. The role that Huawei is pursuing is to help the Ministry of Communications of the Republic in the formation of the project. In subsequent phases, components such as Smart Transport, Smart Port, Smart Trade, etc. will be implemented, for each of which there are specific solutions that will be implemented in stages. Smart Sustainable Cities (SSC) is a concept that arose more than a decade ago. It is based on the full use of the potential of information and communication technologies (ICT) in urban governance systems to create cities that are not only modern socio-economic, but also environmentally sustainable. A "smart" sustainable city is already a necessity, not an option. After the liberation of the completely destroyed cities of Karabakh from occupation, the task is set to restore historical monuments and build new types of cities, i.e. "Smart, Sustainable Cities (SSC). Urban reconstruction had to begin with the clearance of the liberated territories. For this, an airmobile robotic group of Uran-6 mine clearance systems and Uran-14 fire extinguishing systems were involved. Azerbaijan and Slovakia in March 2021 concluded an agreement on assistance in the construction of smart cities in Karabakh. The creation of centralized management in vacated cities allows sensors and sensor networks to function in concert to detect various incidents and accidents of infrastructure, and emergency situations can be quickly detected and evaluated. The next stage will be the construction of a new infrastructure (electricity, water and heat supply, telephone communication). When designing a new city, there is a unique opportunity for integrated design of ICT infrastructure. Sharing infrastructures can save significant costs. Smart sustainable cities are one of the most important applications of Internet of Things (IoT) technologies. The integration of IoT technologies into urban systems will allow these systems to be displayed in the virtual world. International standards are being developed to enable the coordinated development of IoT technologies, including machine-to-machine interaction (M2M) and ubiquitous sensor networks. Requirements for a smartphone as a receiver node for applications and services IoT - provides smartphones with the ability to collect IoT data, such as controlled health parameters, device condition, video and audio materials. Smartphones provide Internet connectivity for "wearable" technologies and controls at home, enabling this new standard to support a range of smart health initiatives [2]. Today, when clearing the liberated territories of Karabakh: settlements, cities and villages, the primary task is to warn the population of the foreshadowing danger - the possibility of an explosion of incomplete demined areas. Each smartphone is offered the receipt of information (signal) about the presence of explosive area within a radius of 1-10 km. When approaching an explosive zone in a radius, a signal will be received on the smartphone of the approaching subject, notifying of the danger. Possibilities for sharing infrastructure at the street level include the sharing of wireless masts, such as installing small base stations on street poles to increase speed and expand broadband coverage.
